Several of OAJ’s agreements include salary increases on the first day of July and August. Some of the agreements have been negotiated this year, while others have to do with second- or third-year salary increases.
Agreement increases for the government and universities enter into force on 1 July
The first general increases in accordance with the collective agreements for the government and universities agreed in the spring after extensive negotiations will enter into force on 1 July 2025. Government salaries will increase by 2.4 per cent and salaries covered by the university agreement by 2.5 per cent.
The remuneration for homeroom teachers’ duties in grades 7–9 in teacher training schools and the remuneration paid to teachers participating in evaluation work during entrance exams will increase by 2.5 per cent by way of general increases on 1 July 2025.
There will also be increases in the remuneration of shop stewards. For the private education sector and universities, the remuneration of shop stewards and occupational safety and health representatives will increase by 2.5 per cent as of 1 August 2025.
As of 1 July 2025, the monthly remuneration of shop stewards and occupational safety and health representatives will increase by 7.8 per cent in the collective agreement for state civil servants and employees.
Second-year increases concerning the private education sector and adult education centres
With regard to the private education sector and the vocational adult education centre agreements, second-year salary increases were negotiated in the spring. As of 1 July 2025, a general increase of 1.7 per cent will be applied to salaries in the private education sector in general upper secondary education, comprehensive schools, general upper secondary schools for adults and adult lines in general upper secondary schools (Appendices 1 and 2).
As of 1 August 2025, a general increase of 1.75% will be applied to salaries in folk high schools, adult education centres, sports institutes, music schools, art schools and vocational institutions (Appendices 4–10) covered by the private education sector agreement.
The salaries of those covered by the collective agreement for vocational adult education centres will increase by 1.75 per cent as of 1 August 2025.
The level of the increases will be determined according to the reference sectors agreed in the 2024 conciliation resolution. The reference sectors include employees in the technology industry, salaried employees in the technology industry and salaried employees in the chemical industry.
In the private education sector and vocational adult education centres, the remuneration of shop stewards and occupational safety and health representatives will increase by 2.5 per cent as of 1 August 2025.
Salary increases in private early childhood education on 1 August
In the private social services sector agreement, a retention instalment of EUR 150 was paid on 1 May. In addition, salaries will be increased by 1.0 per cent on 1 August. Furthermore, the minimum salaries will be increased by 1.0–1.2 per cent for all salary groups and service increments. On average, the cost effect of the minimum-threshold increase on the salary level in the sector is 1.04 per cent.
The private social services sector agreement is valid until the end of 2025. A new private early childhood education agreement has been under negotiation since September of last year. The negotiations between the parties will continue in September 2025. The progress of the negotiations can be monitored on the website of OAJ (in Finnish).
