OAJ rejected the settlement proposal submitted by the national conciliator on Monday. Juko’s board did not confirm the settlement proposal in the first reading after a vote. However, it had to confirm the proposal since Juko’s University Advisory Board approved the settlement proposal for the second time.
OAJ’s Executive Board decided to reject the settlement proposal on its meeting on Monday.
The strikes at universities of Turku and Helsinki on 27 May are cancelled.
– The prerequisite was the trial of total working time. The employer has the right to force teaching and research staff to undergo a two-year trial of total working time, even beyond the collective agreement period, by its own decision. This would further increase the workload of employees and weaken the quality of teaching, OAJ president Katarina Murto criticized.
– We are very concerned about the position of university teaching and research staff if a trial of total working time is forced by the employer’s decision. We demand from universities a respectful and responsible employer policy for teaching and research staff. This is also in the interests of students, so that universities can continue to produce the high-quality expertise that Finland needs, Murto emphasizes.
Settlement proposal in a nutshell
- Validity period 21.5.2025 – 31.3.3028
- The parties to the agreement will review the implementation of the objectives of the agreement and the evaluable economic and employment prospects by 31.12.2026. Based on the assessment, the parties have the option to terminate this agreement wit effect from 31.3.2027. Notice of termination must be submitted in writing to the parties to the agreement no later than by 31.1.2027.
- Salary increases
- general increase 2.5% from 1.7.2025
- general increase 2.2% from 1.6.2026
- local amount 0.3% from 1.12.2026
- general increase 2.0% from 1.6.2027
- local amount 0.4% from 1.12.2027
- arrangement batch 0.4% from 1.1.2027, provision for the salary system working group and working hours and salary working group of teacher training schools. If a solution is not reached, the amount will return to the local amount on 1.12.2026.
- Remuneration of shop stewards and occupational health and safety representatives

- The remuneration paid for the duties of a homeroom teacher in grades 7-9 at teacher training schools and the compensation paid to teachers participating in the assessment of students’ entrance exams will be increased by general increases:
